2022年4月26至27日，在倫敦皇家國際酒店（Royal National Hotel），由中國民主黨全國聯合總部和香港研究院（倫敦）主辦，中國民主黨英國總部承辦，舉行了中港台藏政治國際研討會，全體與會者討論並通過了此《倫敦共識》。
2022年4月26至27日，中港台藏國際研討會在英國倫敦舉行。來自美國、英國、德國、台灣、印度、泰國、荷蘭、香港、中國等國家和地區五十餘名學者與民運人士代表出席了會議。
21世紀的今天，美中競爭白熱化，呈現在太空、科技、貿易、能源、外交、軍事，及意識形態價值觀等方面的全面展開，這不是習近平與川普、拜登之間的角逐，是一場世紀的衝突與碰撞，是進步與落後，正義與邪惡，文明與野蠻，民主與專制的最後決戰，震蕩著整個世界。
俄烏戰爭，普京揮師入侵烏克蘭，狂轟濫炸，將素有「歐洲糧倉」之譽的沃土淪為一片焦土，戰爭，不再是平日里的兒子埋葬父親，而是父母埋葬兒子，妻子埋葬丈夫那般的悲涼和淒慘。普京將人類打回了原始叢林世界。拜登總統代表自由民主聯盟譴責「普京應受戰爭罪審判」。挑戰自由和平世界，迎接普京的是世界共誅之，全球共討之。
美中競爭，俄烏戰爭，這不是美國與中國、俄羅斯與烏克蘭之間的對峙，是美英北約歐盟等自由民主聯盟與中俄等專制獨裁體制兩大陣營之間的博弈；是自由民主世界面臨最大、最嚴峻的挑戰，自由民主制度的歷史演化蒙受強大阻力；是「歷史終極論」的反彈；是你死我活、白熱化的制度之爭；是民主與專制的最後較量。無論是中國問題，還是俄羅斯問題，都是在挑戰人類文明，否定自由人權民主的價值觀，是在倒行逆施，破壞「二戰」以來世界和平穩定的秩序，嚴重違反《聯合國憲章》、《人權宣言》和兩大國際人權公約。
在西藏，人權迫害依然非常嚴重。近兩年，中共在西藏境內的打壓變本加厲，被中共暴政抓捕、關押、判刑、毆打致殘、甚至殺害的藏人不計其數；對西藏的語言、文化、宗教的趨「中國化」強制行為，日益嚴重。當然，西藏人的非暴力抗議也從未間斷過。在新疆，人權迫害同樣還在持續。上百萬的維族人被關押在所謂的「再教育營」，其實就是集中營，這被許多國家定性為「種族滅絕」。在南蒙古，民族矛盾與沖突不時發生。為了維護蒙古語言、傳統文化、民風民俗的生活方式等，蒙古民族為之數十年來不屈不撓地奮鬥。長期以來，中共實行的民族政策，基本上已撕開了原來顧忌國際反彈的「民族區域自治」的假面具，變成赤裸裸的民族同化、民族滅絕了。
在香港，淩駕於香港《基本法》之上的港版《國安法》，嚴重破壞了香港的自由法制秩序。中共「人大」批准香港選舉制度的改革，正式結束「一國兩制」，取締了香港民主法治50年不變的「一國兩制」。
基於以上局勢，會議達成了以下共識：
1， 我們反戰，堅決反對俄羅斯的野蠻與屠殺，保衛世界和平，維護人類文明，從每個人做起，中國民運必須旗幟鮮明地反對戰爭，反對中共政府的熟視無睹，反對慫恿和鼓勵俄羅斯，俄羅斯必須立即停止侵略戰爭。
2、 呼籲世界各國政界、民主國家聯盟與自由世界，認清中共政權對世界制度性和價值觀的侵蝕與危害，及造成整個世界的分離分裂，盡快地團結在世界民主聯盟周圍，形成強大而堅固的銅墻鐵壁，抵制與制約中共極權暴政對全世界的全面破壞和擴張。
3、中國民運人必須關注、保衛與維護台灣的安全和安危。在俄羅斯入侵烏克蘭的同時，解放軍海空軍同時出動大批戰艦軍機，不間斷地環繞台灣島巡弋和軍演，大有大軍壓境威脅入侵台灣的架勢，嚴重威脅與騷擾了台灣社會秩序和安危，影響與侵擾了台灣人民的正常生活。我們與台灣人民一起反對戰爭，反對侵略，堅決反對烏克蘭戰爭危機在台灣重演。
4、 自由民主是人類的普世價值，所有華人都有責任宣傳和推廣，為中國的民主轉型、平穩過渡奠定基礎。我們同時呼籲海內外華人、各政治團體、黨派，摒棄成見，真誠地與台灣、西藏、香港、維吾爾、南蒙古等各民主力量聯合起來，以不同的形式參與和推動中國的憲政民主革命。加快推動中國民主化步伐，早日結束一黨專政，實現中國的憲政民主化，維護各民族、各自治區域及世界永久的和平與安全。
5，堅決遵守與執行《聯合國憲章》，擁護與落實人民自決權和民族自決權的核心價值基礎，我們呼籲中共政權尊重人民決定自己的生活方式、政治制度與前途命運的權利。
未來可預見的十年，是中國走向自由民主關鍵的時段。中國不民主，世界不安全、不穩定。中國民主了，世界將進入嶄新的和平民主紀元。人類終將享有自由、安全和尊嚴的生活！

This is not a competition between Xi Jinping, Trump and Biden, but a competition. The conflicts and collisions of the century are the final battle between progress and backwardness, justice and evil, civilization and barbarism, democracy and autocracy, shaking the whole world.
In the Russian-Ukrainian War, Putin invaded Ukraine with his army and bombed it indiscriminately, turning the fertile soil known as the “granary of Europe” into a piece of scorched earth. In the war, it is no longer the sons who bury their fathers in normal times, but the parents who bury their sons and their wives who bury their wives. Her husband is so sad and miserable. Putin beat mankind back to the primitive jungle world. On behalf of the Liberal Democratic Alliance, President Biden condemned “Putin should be tried for war crimes”. To challenge a free and peaceful world, and to welcome Putin, the world will punish him and the world will discuss him.
The U.S.-China competition, the Russian-Ukrainian war, this is not a confrontation between the U.S. and China, Russia and Ukraine, but a game between the two camps of the liberal and democratic alliances such as the U.S., the U.K., NATO, the European Union, and the autocratic dictatorships such as China and Russia. The biggest and most severe challenge is that the historical evolution of the liberal democratic system has faced strong resistance; it is the rebound of “the ultimate theory of history”; it is a life-and-death, white-hot system battle; it is the final contest between democracy and autocracy. Whether it is the Chinese issue or the Russian issue, they are challenging human civilization, denying the values of freedom, human rights and democracy. two major international human rights conventions.
In Tibet, human rights persecution is still very serious. In the past two years, the CCP’s suppression in Tibet has intensified. Countless Tibetans have been arrested, imprisoned, sentenced, beaten, maimed, and even killed by the CCP’s tyranny. behavior is getting worse. Of course, the non-violent protests of Tibetans have never stopped. In Xinjiang, human rights persecution also continues. Millions of Uyghurs are being held in so-called “re-education camps,” which are actually concentration camps, which many countries characterize as “genocide.” In southern Mongolia, ethnic conflicts and conflicts occur from time to time. In order to maintain the Mongolian language, traditional culture, folk customs, and other lifestyles, the Mongolian nation has struggled unrelentingly for decades. For a long time, the ethnic policy implemented by the CCP has basically torn off the mask of “regional ethnic autonomy”, which was concerned with international backlash, and turned into naked ethnic assimilation and ethnic genocide.
In Hong Kong, the Hong Kong version of the National Security Law, which is above the Basic Law of Hong Kong, has seriously damaged Hong Kong’s liberal and legal order. The “People’s Congress” of the Communist Party of China approved the reform of Hong Kong’s electoral system, officially ending “one country, two systems” and abolishing the “one country, two systems” that has remained unchanged for 50 years in Hong Kong’s democracy and rule of law.
Based on the above situation, the meeting reached the following consensus:
1. We are against war, resolutely against Russian barbarism and slaughter, defend world peace, and maintain human civilization. Starting from everyone, China’s democracy movement must take a clear stand against war, against the CCP government’s ignorance, and against instigating and encouraging Russia, Russia must Stop the war of aggression immediately.
2. Call on the political circles of the world, the alliance of democratic countries and the free world to recognize the erosion and harm of the CCP regime to the world’s institutions and values, as well as the separation and division of the entire world, and to unite around the World Democratic Alliance as soon as possible to form a strong and solid It resists and restricts the total destruction and expansion of the CCP’s totalitarian tyranny on the whole world.
3. Chinese democracy activists must pay attention to, defend and maintain the safety and security of Taiwan. At the same time as Russia invaded Ukraine, the PLA Navy and Air Force dispatched a large number of warships and military aircraft to patrol and conduct military exercises around the island of Taiwan without interruption. disturbed the normal life of the Taiwanese people. Together with the people of Taiwan, we oppose war and aggression, and firmly oppose the recurrence of the Ukrainian war crisis in Taiwan.
4. Freedom and democracy are the universal value of human beings. All Chinese have the responsibility to publicize and promote it, so as to lay the foundation for China’s democratic transformation and smooth transition. At the same time, we call on Chinese at home and abroad, all political groups, and political parties to abandon prejudice and sincerely unite with democratic forces in Taiwan, Tibet, Hong Kong, Uyghur, and southern Mongolia to participate in and promote China’s constitutional democratic revolution in different forms. Accelerate the pace of China’s democratization, end the one-party dictatorship at an early date, realize the democratization of China’s constitutional government, and maintain the permanent peace and security of all ethnic groups, autonomous regions and the world.
5. Resolutely abide by and implement the UN Charter, and uphold and implement the core values of the people’s right to self-determination and national self-determination. We call on the CCP regime to respect the people’s right to decide their own way of life, political system, and future and destiny.
The foreseeable ten years in the future will be a critical period for China to move towards freedom and democracy. China is not democratic, and the world is insecure and unstable. China is democratic, and the world will enter a new era of peace and democracy. Humans will live in freedom, security and dignity!
