中国民主党欧洲总部在伦敦宣告成立

流亡民主力量在泰晤士河畔重组,回应北京党部七名党员遭重判事件

2026年5月10日,在现代代议制民主的重要发源地——英国伦敦,来自英国、法国、德国、荷兰、美国,以及香港、台湾等国家和地区的九十余位民主人士齐聚泰晤士河畔,正式宣告中国民主党欧洲总部成立。出席会议者还包括西藏流亡政府代表及南蒙古代表。

此次大会不仅是海外民主力量的一次重要整合,也被与会者视为中国海外民主运动新的历史起点。

会场内摆放了中国民主党创始人王炳章先生、长期政治犯秦永敏先生的宣传图片,同时陈列了中国民主党北京党部党员入党宣誓的展板。大会代表重点审议并通过了《中国民主党欧洲总部成立宣言》及《过渡期组织章程》,并围绕组织架构设置、未来工作方向以及国际局势变化下海外民主运动的发展路径展开讨论。

会议期间,与会代表特别提及近期中国民主党北京党部七名党员遭中共当局抓捕并被判处重刑事件。代表们指出,北京党部成员因坚持政治信仰、行使公民权利而遭受打压,是对基本人权与言论自由的严重侵犯。

多位代表表示,北京党部成员在国内高压环境下的坚持,使海外民主人士更加意识到自身责任。与会者强调,海外民主运动将继续关注中国国内政治犯处境,并通过国际社会持续发声。

本次大会的一项重要议题,是确立具有过渡性质的组织架构。鉴于目前尚不具备大规模党员登记与普选条件,大会决定在现阶段采取“民主托管”模式,以维持组织运作与协调。

根据通过的《过渡期组织章程》,该过渡体制最长不得超过五年。如至2031年5月10日前仍未召开正式党员代表大会,则现有全部职务自动失效,以防止权力长期固化。

大会由黄华、王国兴、姜福祯共同主持。

大会经筹委会提名,并由与会中国民主党党员表决,在多数同意且无反对票情况下,通过以下中国民主党欧洲总部领导机构成员名单:

大会最后,王希哲先生作答辩演讲。现场讨论气氛热烈,与会者围绕中国民主运动未来方向、组织建设及海外民主力量合作等议题进行了深入交流。

China Democracy Party European Headquarters Formally Established in London

Exiled democratic forces regroup on the banks of the Thames in response to the heavy sentencing of seven members of the Beijing Branch

On 10 May 2026, in London, United Kingdom – one of the most important birthplaces of modern representative democracy – more than ninety democracy activists from the United Kingdom, France, Germany, the Netherlands, the United States, as well as Hong Kong, Taiwan and other countries and regions gathered on the banks of the River Thames to formally announce the establishment of the China Democracy Party European Headquarters. Also attending the meeting were representatives of the Tibetan Government-in-Exile and representatives from South Mongolia.

This congress was not only an important consolidation of democratic forces overseas, but was also regarded by those present as a new historical starting point for the Chinese democratic movement abroad.

Inside the venue were displayed promotional photographs of Dr Wang Bingzhang, founder of the China Democracy Party, and long-term political prisoner Qin Yongmin. Display boards showing the oath-taking ceremony of party members from the Beijing Branch of the China Democracy Party were also exhibited. The delegates focused on reviewing and adopting the “Declaration on the Establishment of the China Democracy Party European Headquarters” and the “Transitional Organisational Charter”, and held discussions on the organisational structure, future direction of work, and the path of development for the overseas democratic movement under changing international circumstances.

During the meeting, delegates made special mention of the recent case in which seven members of the Beijing Branch of the China Democracy Party were arrested by the CCP authorities and sentenced to heavy prison terms. The delegates pointed out that the persecution of members of the Beijing Branch for upholding their political beliefs and exercising their civic rights constituted a serious violation of fundamental human rights and freedom of expression.

A number of delegates stated that the perseverance shown by members of the Beijing Branch under intense pressure inside China had made overseas democracy activists even more aware of their own responsibilities. Those attending stressed that the overseas democratic movement would continue to pay close attention to the plight of political prisoners in China and would continue to speak out through the international community.

One of the major items on the agenda of this congress was the establishment of a transitional organisational structure. In view of the fact that conditions do not yet exist for large-scale party membership registration and universal internal elections, the congress decided to adopt a model of “democratic trusteeship” at this stage in order to maintain the functioning and coordination of the organisation.

According to the adopted “Transitional Organisational Charter”, this transitional structure may last for no more than five years. If a formal Party Members’ Representative Congress has still not been convened by 10 May 2031, all current positions will automatically lapse, in order to prevent the long-term entrenchment of power.

The congress was jointly chaired by Huang Hua, Wang Guoxing and Jiang Fuzhen.

During the meeting, a number of democracy activists delivered speeches either in person or in writing, including: Wang Guanru, Wang Xizhe, Zheng Cunzhu, Liao Tianqi, Marie Holzman, Wang Min (written statement), Zhu Yufu (written statement), Wang Yunpu, Wang Guoxing, Jiang Fuzhen, Pan Yongzhong, Liu Weimin, Xi Haiming, Sangjyejia, Tashi, Cai Mingda, Huang Hua, Benedict Rogers, Lu Lingfei and others.

Following nominations by the Preparatory Committee and a vote by the attending China Democracy Party members, and with a majority in favour and no opposing votes, the following leadership members of the China Democracy Party European Headquarters were approved:

Vice-Chairs: Wang Yunpu (United Kingdom), Wang Guoxing (Netherlands), Liu Weimin (France)

Secretary-General: Huang Hua (United Kingdom)

Adviser: Jiang Fuzhen (Netherlands), responsible for party history and religious affairs consultation

Adviser: Pan Yongzhong (Germany), responsible for media and public liaison

At the end of the congress, Mr Wang Xizhe delivered a concluding speech in response. The atmosphere of discussion was lively, and participants held in-depth exchanges on such issues as the future direction of China’s democratic movement, organisational development, and cooperation among overseas democratic forces.

“A China that no longer relies on fear to maintain order, but instead is united by dignity, freedom and rights, will eventually arrive.”
