Passing the Torch, United in Purpose Across Two Cities: China Democracy Party UK Headquarters Holds a Synchronous Commemoration in London Marking the Ninth Anniversary of Liu Xiaobo’s Death

[London] On 13 July 2026, the ninth anniversary of the death of Nobel Peace Prize laureate Mr Liu Xiaobo, the China Democracy Party UK Headquarters held in London a commemorative meeting and constitutional democracy seminar that closely aligned with the main event in Leipzig, Germany. Huang Hua and Chen Bin attended the main meeting in Leipzig on behalf of the UK.

A London sub-venue was established.

The London session was linked across borders with the First Liu Xiaobo Human Rights Award Ceremony and Symposium on Constitutional Democracy in China, held at St Nicholas Church and the Alte Handelsbörse in Leipzig, Germany. Democracy activists and supporters from all walks of life at the London venue closely followed the agenda in Germany, and through live online broadcast and on-site speeches, jointly voiced the call of the times for freedom and democracy.

Announcement of the First Liu Xiaobo Human Rights Award: Zhang Zhan, Who Exposed the Truth About the Wuhan Pandemic, Receives the Highest Honour

The most striking and central item on the agenda of this meeting was the live announcement and presentation in the Alte Handelsbörse in Leipzig of the first Liu Xiaobo Human Rights Award (2026). After rigorous selection by democracy organisations, human rights bodies, scholars and experts both inside and outside China, the first human rights award of US$10,000 was ultimately granted to the well-known female human rights defender and citizen journalist Zhang Zhan, who remains imprisoned in China, and to the German pastor Roland Kühne. When the large screen transmitted the scene from the main venue in Germany announcing Zhang Zhan as a recipient, the London venue erupted into prolonged applause. Representatives of the China Democracy Party UK Headquarters stated that awarding the first Liu Xiaobo Human Rights Award to Zhang Zhan was not only the highest tribute to her fearless defiance of power and steadfast commitment to truth, but also a declaration to the world that the flame of Mr Liu Xiaobo’s spirit — “non-violence, telling the truth, and resisting tyranny with one’s own body” — is still being passed on in China today.

🕯️ About the Recipient: Zhang Zhan — A Righteous Person Who Recorded the Truth with Her Life

Zhang Zhan, aged 42, graduated from Southwestern University of Finance and Economics with a Master’s degree in Finance. She was once an outstanding practising lawyer, but her law licence was revoked after she took part in rights defence activities. She then became an independent citizen journalist and activist, long focusing on fundamental human rights and freedom of expression in China.

A lone journey against the tide, exposing the truth of the Wuhan pandemic: In February 2020, at the early stage of the Covid-19 outbreak in Wuhan, when the authorities were comprehensively suppressing information, Zhang Zhan went alone to Wuhan despite the enormous risk of arrest. She visited hospitals, crematoria and neighbourhoods, and published a large number of first-hand videos and written reports through social media. She exposed the government’s concealment of the pandemic, documented the real suffering of ordinary citizens during the lockdown, and openly questioned official epidemic-control policies.

Her first imprisonment and a brutal struggle: In May 2020, Zhang Zhan was arrested by the Chinese authorities across provincial lines. She was later sentenced to four years’ imprisonment on the charge of “picking quarrels and provoking trouble”. While serving her sentence in Shanghai Women’s Prison, Zhang Zhan undertook a prolonged and resolute hunger strike in protest against the unjust trial and persecution, and was repeatedly at risk of death. Under forced feeding in prison, her weight at one point dropped to just 37 kilograms — less than half of what it had been before her arrest. Her unyielding will shocked the international community.

Released only to be wrongfully imprisoned again: On 13 May 2024, Zhang Zhan was released after serving her four-year sentence. Yet after her release, she did not choose compromise, and instead continued to be subjected to pervasive and tight surveillance by the authorities. Because she continued to speak out and travelled to places such as Gansu to support other human rights defenders, Zhang Zhan was subjected once again, just over a year after her release, to a closed trial by a Shanghai court on 19 September 2025, and was again heavily sentenced to four years’ imprisonment on the charge of “picking quarrels and provoking trouble”. She remains today under strict detention, while her health continues to deteriorate dangerously.

Democratic Resonance Across Time and Space: Real-Time Linkage Between London and Leipzig

In addition to witnessing this historic award ceremony, the London venue also actively responded to the various sessions taking place in Germany:

🕊️ Synchronous “Prayer for Peace”, Carrying Forward the Spirit of St Nicholas

In the afternoon, the London venue was linked across borders with the “Prayer for Peace” at St Nicholas Church in Leipzig. More than thirty years ago, it was from this church that the citizens of Leipzig, holding candles, launched the peaceful protests that brought down the wall of East German communist dictatorship. Today, members and supporters of the China Democracy Party in London stood solemnly before images of Pastor Kühne leading the prayer for peace, praying silently for Zhang Zhan, for all political prisoners still persecuted behind high walls, and for China’s future constitutional democratisation.

Forging Consensus: Discussing China’s Constitutional Path in the New Era

In the subsequent discussion session in London, participants held in-depth talks, inspired by Zhang Zhan’s unbending example, around the theme of “how better to promote the development of China’s democratic and freedom cause in the new era”.

Representatives of the China Democracy Party UK Headquarters stressed in their speeches:

  1. Using truth to confront lies: Zhang Zhan’s actions have demonstrated the destructive force of truth against authoritarian rule. Just as Mr Liu Xiaobo’s non-violent resistance once did, the overseas democracy movement must continue exposing the CCP’s lies internationally.
  2. Building broader international solidarity: In view of Zhang Zhan’s second four-year sentence and her worrying state of health, the China Democracy Party UK Headquarters will work together with political figures and human rights organisations in the UK and across Europe to launch urgent international rescue efforts and sustained advocacy on her behalf.
  3. Passing the torch to the young: As a model for a new generation of Chinese intellectuals, Zhang Zhan’s fearlessness has inspired countless young people. In recent years, the London venue has attracted increasing numbers of younger Chinese participants. How to pass on the spirit of “13 July” and Zhang Zhan’s moral courage to the next generation is key to the continued life of the overseas democracy movement.

The Flame Does Not Die, It Lights the Future

From Kempen in 2017, Berlin in 2018, London in 2022 and 2025, to the dual-city transnational linkage of Leipzig and London in 2026, overseas commemorations of Mr Liu Xiaobo and the pursuit of democracy in China have never ceased.

Representatives of the China Democracy Party UK Headquarters stated in the concluding remarks that, nine years on, Mr Liu Xiaobo’s ideas have not been erased; on the contrary, they have found their greatest expression in the struggles of those who have continued forward, such as Zhang Zhan. The China Democracy Party UK Headquarters will continue to stand on the front line against authoritarianism, together with all global forces pursuing freedom, until the dawn of constitutional democracy in China arrives.
