Approximately 70 like-minded participants from continental Europe and other parts of the world gathered to witness the establishment of the China Democracy Party Cadre Academy, a new centre for political education and intellectual development.
Over four days of intensive and thought-provoking study, participants systematically reviewed the Party’s history, explored the principles and practical approaches to the democratic operation of overseas organisations, and examined how modern digital technologies could be integrated into organisational communications. The programme brought together intellectual debate and practical exploration, creating a valuable platform for learning, reflection and cooperation.

Passing on the Torch: Historical Reflection and the Theoretical Foundations of Democratic Organisation
Centred on the theme of “The Development of the China Democracy Party and Its Democratic Operations”, the training programme featured in-depth discussions and intellectual exchanges across multiple disciplines.
Learning from History and Carrying Forward the Democratic Legacy
Wang Xizhe, Chief Adviser to the China Democracy Party National United Headquarters, and Wang Min, Honorary Chairman, delivered lectures entitled “The History of the China Democracy Party” and “The History of the Overseas Chinese Democracy Movement”, respectively.
Drawing on extensive historical knowledge and personal experience, they reviewed the struggles, achievements and difficult explorations of democracy movement pioneers over several decades, offering the next generation of Party cadres valuable historical perspectives and practical insights.
Developing the Capabilities and Character of a New Generation of Cadres
Huang Hua delivered a speech entitled “Training the Cadres Needed by the Overseas China Democracy Movement: Five Essential Capabilities, Public Virtue and Our Mission in the New Era”.
In his address, Huang Hua summarised the qualities required of China Democracy Party cadres in the new era as five capabilities, one virtue and one source of strength.
The five capabilities are:
- Self-reliance: The ability to act independently and take responsibility.
- Comprehensive competence: The ability to address complex challenges through a broad range of skills.
- Collaboration: The ability to work effectively with others.
- Perseverance: The ability to remain committed to principles and objectives.
- The ability to inspire others: The capacity to motivate, influence and bring people together.
The essential virtue is public virtue, while the source of strength is organisational cohesion.
Huang Hua’s speech prompted enthusiastic discussion among the participants.
Religious History and the Relationship Between Faith and Democratic Movements
Archbishop Dr Kostakis Evangelou from the United Kingdom delivered a lecture on the history of Christianity.
Inspired by his remarkable missionary work and speech, and moved by their faith in God, Party members Huang Hua and Luo Wei were baptised as Christians during the training programme.
Jiang Fuzhen presented an in-depth analysis entitled “The Relationship Between Religion and the Overseas Democracy Movement”.
Pan Yongzhong, Editor-in-Chief of European Voice, delivered a lecture entitled “Carrying Forward the Aspirations of Our Predecessors and Opening a New Chapter for Democracy”.
He systematically examined the strategic transformation of the Chinese democracy movement in the contemporary international environment, discussing how democratic decision-making, standardised procedures and internal governance could be integrated into everyday organisational operations to promote greater professionalism and institutional development within the Party.
Building a Life Abroad: Everyday Experience as a Foundation for Democratic Practice
Outstanding Party member Wen Zuotuan delivered a speech entitled “Life Overseas”.
Drawing on personal experiences and everyday realities, he discussed how overseas democracy activists establish their lives in foreign countries, support one another within their communities, and maintain sustainable connections.
He emphasised the importance of integrating personal experiences of living abroad with broader democratic ideals, thereby developing lasting and healthy democratic practices.
His speech resonated strongly with participants.
The open question-and-answer and discussion sessions were exceptionally lively.
Participants engaged in high-level academic exchanges and practical dialogue on key issues, including the localisation of overseas democratic activities, the relationships that sustain organisational cooperation, and long-term strategies for the development of the democracy movement.
Harnessing Technological Innovation: New Media Communication and Transformation in the AI Era
Recognising the profound changes brought about by digital technology, the training programme adopted a forward-looking approach to empowering political ideas through technological innovation.
A dedicated practical workshop on digital technologies was incorporated into the curriculum.
On 4 November, instructor Huang Tian delivered sessions on “Creating Short Videos with AI” and “Practical Applications of AI Technology in Political Communications and Publicity”.
Moving beyond traditional communication methods, the sessions included live demonstrations and practical guidance on using artificial intelligence tools for news video editing, creating narrative-driven short videos and managing digital communication channels more effectively.
The aim was to improve participants’ new media communication skills, enabling democratic ideas to reach wider audiences through contemporary and engaging forms of digital storytelling.
Celebrating Achievement: Graduation Certificates and the Wan Runnan Outstanding Student Award
On the afternoon of 4 November, four days of intensive study and discussion culminated in the closing ceremony and awards presentation, which took place amid enthusiastic applause.
The ceremony was hosted by Huang Hua, with Wang Yunpu, Liao Tianqi and Pan Yongzhong jointly presenting the awards.
The event began with the presentation of official Certificates of Completion to participants who had fulfilled all required training hours and successfully completed the programme.
The Academy then presented the newly established “China Democracy Party Cadre Academy – Wan Runnan Outstanding Student Award”, recognising participants who had demonstrated exceptional academic commitment, teamwork, organisational contributions and leadership potential.
Three participants distinguished themselves through their outstanding performance and dedicated approach to learning:
- Wang Weijin
- Lu Lingfei
- Hu Xiao
They were honoured as recipients of the inaugural Wan Runnan Outstanding Student Award.
The successful completion of this first training programme marked a significant milestone in the China Democracy Party’s efforts to develop its leadership structure, strengthen democratic organisational practices and advance professional development.
With a commitment to carrying forward the democratic legacy and a practical approach to future challenges, the Cadre Academy is expected to cultivate more outstanding individuals who combine democratic ideals with effective organisational and practical capabilities.
